Food Booth Concession Rules

A copy of these rules should be posted in the booth at all times.

ELIGIBILITY
A total of thirty-four (34) locations are available to non-profit organizations only. Applicants must furnish proof of non-profit status, i.e. previous years state or federal income tax return. Applicants are also required to hold LVFA membership. Dues are $50.00 per year and must be current. (Dues run from Sept. 1, through Aug. 31.)

EXCLUSIONS
Wood burning and charcoal barbecue pits are limited and require prior approval by LVFA Flower Festival Park Chair. Items to be sold must be on the application and be pre-approved by LVFA. No additional items will be sold, traded or given away. LVFA reserves the right to establish any type of booth with any product as long as it is manned by LVFA members only.

HOURS OF OPERATION:
All food booth applicants will follow the MINIMUM operating schedule of hours unless otherwise authorized by the Festival Committee. Hours are:
Wed. June 25Noon to 9:00 p.m.
Thurs. June 26Noon to 9:00 p.m.
Fri. June 27Noon to 9:00 p.m.
Sat. June 28Noon to 9:00 p.m.
Sun. June 29Noon to 6:00 p.m.


INSURANCE
A current Certificate of Insurance is required and is to be furnished with the application. Liability limits of no less than $1,000,000/$300,000 bodily injury and $1,000,000 property damage or $300,000 combined single limit liability. Coverage must be equal Broad Form Comprehensive General Liability or contain premises contractors, products-completed operations, contractual, independent contractors and broad form property damage. Workers Compensation carrier must be noted if applicable. For questions about the insurance contact the Festival Office at 735-8511.

SALES TAX
Each organization must provide LVFA a copy of their State Board of Equalization Tax Number with the application or information from them indicating that you are exempt. It is your responsibility to contact them about whether or not you need a sales tax number. We cannot give you legal advice on taxes. Just because you are non-profit does not necessarily make you exempt. They can be reached at (800) 432-2829.

PLUMBING
All lines will be cleaned prior to the Festival. No dish washing or food preparation in sinks behind booth.

ELECTRICAL
Each food booth will have the same electrical equipment 1-240v/30amp plug and 8-110 plugs. The City will not allow any changes; therefore, no extra electric may be purchased. All extension cords must have a 3 prong plug. No two-wire extension cords will be allowed. You may paint your booth off-white or Navaho white only. Do not paint electric bar. There is a $200 fine for any paint on electrical system. THIS WILL BE ENFORCED.

PARKING
NO vehicles will be permitted in the food booth area during peak crowd activity. There is to be an open fire lane directly behind food booths at all times, wide enough for a vehicle to pass. If it becomes necessary for vehicles to enter the food booth area, arrangements must be made with LVFA Food Booth Chair.

All booths which will require trucks to be kept in the park in order to refrigerate or store food, ice, etc., for them will need to state the type of vehicle, purpose, and size of vehicle on the application which will be subject to approval by the committee. Any truck trying to place their vehicle in the park without prior permission (via the application process) will not be allowed into the park.

One 15-minute delivery pass will be issued to each organization. Commercial storage vehicles will have a designated location assigned by the Festival Park Chair. Arrangements will be made through the Food Booth Chairman. NOTE: Food booths are to be stocked for a full days operation.

SECURITY
Only a minimum amount of property is to be left in the food booth area overnight. Security is provided by LVFA for the duration of the Festival starting on Thursday night; however, LVFA will not be held responsible for any theft.

FIRE SAFETY
Each food booth must be equipped with a Fire Extinguisher, Class 2-A-10 BC and it must be mounted on a food booth wall in plain sight. Fire Extinguisher must be in place no later than 10 a.m. Friday and have a current California registered service tag (annual inspection). The Lompoc Fire Equipment Service will be available to check or recharge all fire extinguishers. They will not recharge extinguisher with a plastic top.

SAFETY
ABSOLUTELY NO CLIMBING ON FOOD BOOTHS WILL BE TOLERATED.
Booth operators, workers, and vendors shall not leave their children unattended or unsupervised while on duty. Low density pedestrian or storage areas such as the rear of food booths, driveways, or parking lots, shall not be used as play areas for these children or any other children Operators or workers observing such actions by children should immediately ask these children to refrain from doing so and report the incident to the Festival operations center. Operators, workers, vendors, and Festival officials shall report any physical safety hazard or potential physical safety hazard immediately to the Festival Operations Center located in the center of the park. Operators and vendors should take care not to create any potential physical safety hazards and should they become aware of such hazard, the operator or vendor shall address the issue immediately and take measures to minimize the hazard. Failure to address obvious hazards or reported hazards within a reasonable time period may jeopardize the responsible organizations or vendors right to participate at any future event, or depending on the severity of the situation, the continuance to participate at the current event.

HEALTH REQUIREMENTS
All organizations are subject to Notice Inspections as required and conducted by the Santa Barbara County Health Department. Food Booths that do not comply with said inspection will be closed.

You may wish to place a picnic table near your booth. It must be safe, of sturdy construction, and have a pleasing appearance.

We require a covering for the top of the counter and a skirt cover from the top of the counter to the floor.

For booths who are uncooperative in following the rules, the following procedure will be in place: The Food Booth, Park, or Festival Chairman may impose a fine of $230 (the cost of the booth rental). A further violation or any serious violation of the rules will result in your booth being closed down permanently.
